The NFL announced the compensatory draft picks for all qualifying teams on Monday.
The NFL has announced the compensatory selections for all qualifying teams in the 2015 NFL Draft. NFL owners are conducting their annual meetings in Arizona on Monday, and the league informed said owners of the finalized draft order with the compensatory draft picks included.
Compensatory draft picks are handed out by the league based on how many qualifying free agents a team lost in free agency the prior year against the number of unrestricted free agents signed. If a team loses more qualifying free agents than it gained, it will be rewarded that number of compensatory draft picks, with a maximum of four available. Compensatory picks are typically third-round picks or later.
The Cincinnati Bengals are one of the bigger winners as far as compensatory picks are concerned. They only got two picks, but they were third- and fourth-round picks thanks to the departure of Michael Johnson and Anthony Collins in 2014. A year after getting the maximum four picks, the Baltimore Ravens wound up getting three this year, two of which come in the fourth round and one of which is a fifth-rounder.
That makes 44 compensatory picks for the Ravens since 1994. To compare, the Cleveland Browns have received just six of them. Only the Bengals, Kansas City Chiefs and New England Patriots were awarded third-round compensatory picks. The San Francisco 49ers, Denver Broncos, Seattle Seahawks, Bengals and Ravens all received fourth-round picks.
Denver, Kansas City and Seattle all received four picks total. Baltimore and the Houston Texans received three, the Carolina Panthers, Green Bay Packers, 49ers, Patriots and Bengals all received two picks while the Arizona Cardinals, Indianapolis Colts, Pittsburgh Steelers and St. Louis Rams all received one pick.
Unfortunately, we don't really know the formula for which picks are received and how that is all calculated. The NFL has never released this formula, but it takes into account the size of a player's contract, their subsequent performance and post-season honors. In other words, if a big-name free agent leaves, teams will typically get a better compensatory pick.
